Why do diesel filters clog in the winter?

EN590 ( link) is the European standard that defines the properties of the diesel used in Norway. One of the parameters in this standard is the Cold Filter Plugging Point (CFPP), which defines the temperature at which the filter clogs. The standard has different requirements for the different seasonal grades of diesel in Norway.
